For those of us 'die hard' users of Internet Explorer, the menu bar continues to fail to display. This build and previous build.
Use Everything search to find the theme you downloaded then go directly there, not by going down through the folders in File Explorer will work. For instance, I used Everything to search for Amazon then right clicked on it and Opened path which took me directly to C:\Program Files\WindowsApps\Microsoft.AmazonRainforest_1.0.0.0_neutral__8wekyb3d8bbwe. I was then able to open the Themes folder and launch the .themepack file.
Next I changed ownership of the WindowsApps folder to Everyone then was able to access it and look around. Only way I could find to get there. Has not had any other negative effect. I downloaded another theme, Animals in Autumn, with same results and was able to install it this time via File Explorer by browsing to it and launching the .themepack.
This is not a VM install, it is standard desktop install. I have 4 computers with this install on it and all 4 fail to show the MENU bar. A number of other people have reported the same issue. I have reported this twice to MS but I suppose it is too mundane for them to take notice of such a basic function!

Build 18309 December 5, 2019: Get more themes in the Microsoft Store no longer works.
I chose Amazon Rainforest>Get> which downloads and says it’s installed. Click Apply and returned to Themes, but theme choice is not there.
Workaround: Told to navigate to C:\ProgramFiles\WindowsApps and choose theme but am told I don’t have permission.
Second workaround: Add Take Ownership to Context Menu, right click and Take Ownership of WindowsApps.

Next, I open WindowsApps and navigate to the theme I’ve downloaded, open it and click on the Theme folder where I will find the theme. Click on that and the theme is finally installed.
Whew! What a chore, but with the help of several denizens of TenForums.com, I can at least install themes with the above workaround!
So, after going through all that folderol, I can now add a new theme by navigating to C:\ProgramFiles\WindowsApps\ThemeSelected and then clicking on it.
Edit: BTW, they don't allow enough room for me to explain everything. I barely got that much in.
ie menu bar does work here, maybe is related to the fact I have open shell installed along with classic ie extension
I'm going to try 18309.1003 on my laptop this afternoon. Currently have 17763.195 on it. I'll try the upgrade, keeping everything and see what happens (after a full Macrium backup of course) and post results. Laptop is a HP DV7 4th gen i5 Dual Core with 8GB ram and a 640GB HDD (5400RPM, waiting on a new Samsung EVO 860 500GB SSD from Amazon tomorrow).
I use a Microsoft Account on My Desktop, Laptop and the Oracle VM.
Curious to see what the results turn out to be.
