Someone who knows more than I do will explain better, but the desktop is at 1803 and doesn't want to update so I am just leaving it. I know 1809 was a disaster and was paused b/c of the OneDrive issue. Before finding that out the update service pushed 1809 on my laptop (I think, I may have forced it). You can force the update to 1809 here. If I were you I'd just wait for 19H1. Latest bug I read about for 1809 is that it has a problem with RAM not unloading cached RAM as it should which can cause stutter if you play games.

You could see if you may be able to use the Windows 10 Update Assistant to update to the latest 1809 version.

Not necessarily. My 10+ year old desktop updates with no issues.
Yeah my ~10 year old desktop went to 1809 yesterday with no problems, the other used to struggle. Guess it just depends.

One can complain only about bugs in regular builds, in insider builds they are kinda expected and only reasonable thing is to either ignore them or report them or both.
    KB4482887 (OS Build 17763.348)
"Addresses an issue that may cause the Action Center to suddenly appear on the wrong side of the screen before appearing on the correct side."

Yup. They even added a neat little transparency effect.
