For some reason, I have not noticed this problem even right after reboot. By any chance, have anyone facing this small glitch tinkered around with the "quick action" buttons in the past?. Or maybe an app notification is not playing nice with the action center. Just my thought!
Hey Iron. Sometimes it doesn't do it after a restart. It is hilariously minor but I guess unsettling at first. Yes I tinker with the action buttons, take out what I don't need, reorganize. Don't really have any new apps with new notifications. I think I get Google traffic and Keep/Windows Defender Scan Summary, MS news updates and sports scores.

I've said this for years: Windows is doing something under the hood that it's not supposed to do or not doing something is supposed to. I can't pinpoint it and it's not always there, but for a long time I've had a very bad feeling about the behaviour of the OS. Something is off and now in 1809 the feeling is stronger than ever.
This gave me the creeps now I'm scared of the laptop. Putting XP back.

Hahhah! No spooky stuff in Windows. Every install is just very unpredictable, because you can get multiple results on exactly same hardware, which is very odd in my opinion!

Yes. If I was seeing different behavior out of two machines with identical hardware components down to the model numbers and identical software installed that would be odd.

Last thing I would check would be the Taskbar Settings and see if it is properly configured. One thing I know for sure MS sometimes messes around with your own settings. I cannot count how many times I had to reconfigure some settings after each FU. And since it s a minor issue, I wouldn't go for a repair install; it would probably get fixed with 19H1 coming soon.

My usual settings rearrangement by Win Update is switching my default .htm app to Edge, and occasionally the default PDF app also to Edge. I always check those after an update.

Considering this is MS we're talking about, that abbreviation is somewhat ambiguous...

Huh that is interesting to know that your defaults are being flipped back after updates. I just keep those two hooked to Edge even though am on Chrome 99% of the time (am excited about Edge going Chromium). I may switch a default just to see if it does it on a normal cumulative update or for a feature update.

@IronZorg89 All my settings look good. Yes no repair installs for this non-issue; did a fresh install awhile back and everything is nicely where I want it. Am ready to get off 1809.

I wonder if there is a way we can backup our settings and restore it after every update!? a small app that could do the backup would be a great idea or just a guide. There are already software out on the net to set privacy settings etc... But I don't trust them!

Have a look at Winaero tweaker Winaero Tweaker any settings changed with it, can be saved and imported again.

I am only referring to Feature Update (FU) which fits with the context....
