For some reason, I have not noticed this problem even right after reboot. By any chance, have anyone facing this small glitch tinkered around with the "quick action" buttons in the past?. Or maybe an app notification is not playing nice with the action center. Just my thought!

If we settle for bugs, all we'll get is bug ridden software from MS and others as well. If you're going to do something, do it right. I know MS can do better. RE: the Action Center which I wish I could just turn off completely.

One can complain only about bugs in regular builds, in insider builds they are kinda expected and only reasonable thing is to either ignore them or report them or both.

I understand that and that is acceptable but I'm referring to a build I'm on and I'm not an insider. 1809 17763.195 has the issue on at least 3 of the 7 PCs I have. This was supposed to have been one of the issues that was fixed but it isn't fixed yet for me..just sayin'

I've thoroughly embraced RingTail's solution to the problem. But I'm like you. I'll care about it until I realize it's not worth the time, not breaking my experience, and will be fixed.

I must say, I fully agree with you. Fix bugs asap. and complete features that has been introduced years ago and still aren't even close to being finished. I can't stand incomplete software that does not move forward, nor can I stand obvious bugs that are fixed in one build and the next build brings it all back again.

But as of now Windows has a huge issue in its process scheduler which causes CPUs like the ThreadRipper and Epyc to perform like crap while they are greased lightings under Linux.

I've said this for years: Windows is doing something under the hood that it's not supposed to do or not doing something is supposed to. I can't pinpoint it and it's not always there, but for a long time I've had a very bad feeling about the behaviour of the OS. Something is off and now in 1809 the feeling is stronger than ever.

MS really need to slow down and stop adding features just for the sake of adding features and instead clean up and optimise what's already started. Windows needs a really fast and rock solid base to stand on, then it can take in more features.
