Further update: it appears that 1003 wasn't available for skip-ahead which is what this machine was set to. So changed to fast ring and its now updating.

Whole top part of right click menu on Start doesn't work.

For me, after update this cumulative, the sandbox didn't work (didn't work without cumulative either) and the set default tab option in task manager didn't appear (didn't exists without cumulative)...

Installed .1003 and IE 11 is now flaky and Sandbox will not start. Oh well.
