Unable to get this CU to download on one computer. Finally manually installed. I did get a second install of the .net install that was just made a day or so ago.

I just updated a program that required a restart and upon reboot, windows was finishing an update? Checked update history and found out that it installed KB4469342 and...041. So now I am on 17763.194 ..what a surprise

No, and I think that Microsoft will not back-ported those fixes to O18U until they find a way to fix the bugs caused in the Action center in 19H1, this is one of the first things that I check after installing a new build of 19H1, I think that after they fix those bugs in 19H1, we can expect the other bugs to be fixed in O18U, of course, this are only my guesses.

Been working fine for me for a day now
Language problems all fixed etc.
(Note 1H1 version still no good for me since VMWare causes GSOD when a Guest OS is started).
This update release -- "Alles in Ordung" !!!!!
