[PS added 18 minutes later] Got the restart message in PowerShell when the DISM sequence completed. But when I tried to reboot, the machine wouldn't start. took me another 10 minutes before I inserted the Macrium Reflect recovery UFD, after which the machine booted into rollback mode and recovered successfully. Apparently .178 don't work on the Surface Pro 3, which is probably why WU doesn't offer it to me. Glad I was able to recover!

Got mine from Dave's .CAB link KB4469342 Windows 10 Insider RP v1809 Build 17763.168 - Dec. 3 Insider - Page 8 - Windows 10 Forums and DISM went right in. Winver .168.
