KB4023057 Increases restart time by 5 to 6 Seconds

I noticed my restart time had increased considerably. Checked Windows update and found installation of KB4023057. I reverted back to a Macrium image prior to this install, and restarts went back to normal speeds. Guess what, the very next day it was reinstalled and startup/reinstall speeds will once again slowed down considerably.Has anyone else experienced this change?
I assume that this update his necessary for the next level of updates and am presently leaving it in place.Any thoughts regarding it we greatly appreciated.

So apparently, if you disable the service and/or disable/delete the scheduled task, this update will re-enable the task and/or re-enable/recreate the task every so often. Annoying.

    Greetings
    OS: windows 10 pro
    winver: 1803 build 17134.523

As adviced in Brink post I uninstalled KB4023057 from programs and features, restated and nothing happened.
Couldn't find a direct link to this update.
But I was using wumt to stop windows from updating (since I had problems with my HP printer in 1809 and my activation in 1803) and in wumt it was installed few times but it doesn't appear in installed updates.
How do I uninstall it from wumt?
where do I find a direct link to the new KB4023057?
    thank you

tried to install it from Apps & Features and it was not found
window updates in setting says: "We can't install some updates because other updates are in progress. Restarting your computer may help, and we'll keep trying to update."
what can I do to receive updates?

Yesterday, WU auto updated this KB for the 11th time since November of 2018. Still no FU for 1809. Waiting to see what happens after 04/09/19.
