Apps are not allowed to work in a built-in Admin account for safety/security reasons
Thanks Phil, I understand but till today when I must reinstall a clean 18282 (because something goes wrong with the ahci driver) I was on 18282 too and on admin account too and the app works ok.
A normal Admin account works fine - it is the built-in admin account that has several elevated privileges and is potentially dangerous to allow apps access via this type of account. Under normal circumstances the built-in Admin account is always disabled, only being enabled for emergencies such as when you have lost your normal admin account and can only log in with a standard user account.

Until version 1703, it was not possible. Since version 1709, Microsoft made a really bad decision, allowing UWP and PWA apps to be installed, updated and run when signed in as built-in admin.
Since 1709, it has also been possible to switch built-in admin to a Microsoft account, another bad decision; once switched to MSA, it is no longer possible to switch built-in admin to a local account.
