Not surprising since 1809 still isn't available through automatic update. Most Windows users never check for updates. Many wouldn't even know how to.

If you are a Pro user and you've set the number of days to defer to zero,

Please ensure you've also selected Semi-Annual Channel (Targeted).

Me too, no 1809 either automatically or by checking for updates.

I'm wondering if today being 'Patch Tuesday' may also mark a change in that situation? MS do seem to favour making such changes on 'second Tuesdays'....

...after this fix made in 19H1, Microsoft will soon back-ported the other fixes to the October Update.
With the CU released today in the Release Preview ring (KB4476976, build 17763.288), Microsoft (finally) has back-ported these fixes to the October Update:

Another of the bug fixes with this CU is described in this comment.

I guess this CU will reach the stable version in a few days.

EDIT: Apparently the first bug that appears in the image (The Action center may suddenly appear on the opposite side...) has not been fixed, when that bug was fixed in the build 18262, the processes of the Start menu and the Action center were separated in the task manager, I think that was the way in which Microsoft fixed that bug:

After installing this CU, I looked at the task manager and they had not separated the processes so it seems that that specific bug has not been fixed.
