In this comment I already explained that:
Windows 10 Home Will Finally Let You Pause Updates

And if you look at the comment section of the article that you quote, you will find this:

I am going to assume that you are right for now. There are lots of speculations going on about this "Advanced options" feature. Many changes can happen between now and then. As you said in a previous post, you will be back at this thread when 1903 is officially out. So, will I and BTW, no hard feeling! mate.

I just ran Firefox using a VNC connection for visuals on Ubuntu which runs in Termux (Terminal emulator on Androud) on my Samsung Galaxy Note 8 and to my surprise it's really fast. The whole Ubuntu desktop experience it's quite impressive even on my phone.

I'm starting to see why people think Windows is slow and bloated. Windows on my laptops is certainly NOT as snappy as this experiment.

That assumes Microsoft learns lessons from experience. I'm not sure that's always the case.
Remember when that jerk decided MS no longer needed beta testers and "fired" all outside testers back a few years ago? He's a goner and we now have the Insider Program. Sometimes Microsoft do learn its lesson . . .

Only the part they have chosen so far. 1809 proves they learned little from any of Win 10 versions back through 8.0, Vista, etc. With every CU/feature update I lose my networking and have to reset it at the absolute minimum. Turned off WAU service for a while to stop the force feeding of unwanted CU's that even a metered connection would not stop. And then there are the driver issues! I long for simpler days like XP Pro. My 3 year old laptop just got the 1809 update and it failed. Downloaded it last night from UUPDump and will clean install after the usual image backup. The older desktop is farther than the MS list..... and so it goes. Imagine how bad this could really be if not for the insider program!!! Thanks for what you do for us "users"!

They would have to test on hundreds if not thousands of computer configurations to have anything like insider base.

There is a small detail that I wanted to add about this, it turns out that when you install a new insider build and go directly to "Settings-Update and Security-Advanced options", the options to defer the updates appear there, but, after you click on the "check for updates" button, those options disappear, why? because it's an insider build and, as I said, those options should not appear in the insider builds, only in the stable builds:
Advanced options in build 18353 immediately after installed.
I made that video to show that those advanced options appear in the latest insider build of 19H1, obviously, in the "RTM" build, after clicking on the "check for updates" button and closing the app, those options will not disappear, this only happens in the insider builds, and it's not something new, it has always been this way in the insider builds, the advanced options to defer updates remain there until the "check for updates" button is clicked and the Settings app is closed.

PS: Anyone can do this experiment, it's very easy, you just have to do a clean installation of this build (or some other insider build) and, after installed, go directly to Settings-Update and Security-Advanced options and you will see the advanced options there, then click on the button "check for updates" and close the app, you will see that, when you open it again, those options will no longer appear there.
Today Microsoft has released the first 19H1 build without watermark, without expiration date and, by doing a clean installation of this build, you are not enrolled in the insider program automatically, this is the first build in which you can prove that the advanced options of Windows Update will not disappear in 1903:

Advanced options of WU in build 18356.

As seen in the video, the option to pause updates has already changed to 35 days (in the insiders builds are only 7 days) and the options to defer updates no longer disappear after clicking on the "check for updates" button and close the Settings app (as it happened in the previous insider build).

Of course this is not the final build that will be released in April to the general public, Microsoft will release other builds without watermark and without expiration date (as it happened six months ago), but this build already gives us an idea of how it will be the final build ("RTM") that will be released in April.

I watched again your video with all the indications you gave. I sincerely hope that you are right about this, because I am starting to get tired about MS changing things all the time to the point where the most advanced or tech-savvy users can get really confused.

Can't think what. I have no opinion on the October Update either way. It works fine for me.
