As I said before, it has always been this way, this is nothing new, those options don't appear in the insider builds and will reappear in the "RTM" build (as it has always happened), I am totally sure of that.
There is a small detail that I wanted to add about this, it turns out that when you install a new insider build and go directly to "Settings-Update and Security-Advanced options", the options to defer the updates appear there, but, after you click on the "check for updates" button, those options disappear, why? because it's an insider build and, as I said, those options should not appear in the insider builds, only in the stable builds:

Advanced options in build 18353 immediately after installed.

I made that video to show that those advanced options appear in the latest insider build of 19H1, obviously, in the "RTM" build, after clicking on the "check for updates" button and closing the app, those options will not disappear, this only happens in the insider builds, and it's not something new, it has always been this way in the insider builds, the advanced options to defer updates remain there until the "check for updates" button is clicked and the Settings app is closed.

PS: Anyone can do this experiment, it's very easy, you just have to do a clean installation of this build (or some other insider build) and, after installed, go directly to Settings-Update and Security-Advanced options and you will see the advanced options there, then click on the button "check for updates" and close the app, you will see that, when you open it again, those options will no longer appear there.

You are a bit like me, always want to get to the bottom of things. I watched your video and you are right about what you are saying. It turns out that according to the article from ghacks.net, it is also a sure thing that MS will get rid of these features in the "Advanced options" and the only way to circumvent this would be in GP editor.

Notwithstanding, who is right or wrong?. I don't know and the only way to find out is to wait after the official release of 19H1. Not even RTM would give us a good answer to this question.

They are wrong about that, I'm sure if they had bothered to investigate the differences between the insider builds and the public build in terms of those advanced options to defer updates, that article would be different or maybe they would not even have published it.

That's probably where we have a little bit of disagreement, why MS would announce it in post # 1480 with the following quote:

Microsoft did announce that it would
get rid of the Semi Annual-Channel (Targeted)
setting which deferred feature updates by about four months for business users

To tell you the truth, maybe you are right, maybe not. We all know that MS can make last minute changes with an update. So, we are going to leave it at that for the moment.

You are confusing two different things:

"Businesses had the option to delay when feature updates become available by switching to the Semi-Annual Channel instead. All that this channel did was delay the update availability by about 4 months. Starting in Windows 10 version 1903, that option won't be available anymore but the option to delay feature updates remains."

"The option to delay feature updates remains". Agreed, but you would only be able to pause it for 7 days, and not more. It was not like that before.

Now, unless I missed something obvious (please tell me if I did!), it looks like Win10 Pro is going to get this same 7-day Pause Updates fig leaf, and the real settings are only accessible in Group Policy (type gpedit.msc, hit Enter, navigate to Computer Configuration >Administrative Templates > Windows Components > Windows Update > Windows Update for Business).

There is no doubt something is going to change with Advanced options, be it at the Business level, as well as the "users" level.

Here is hoping they are making sure they (MS) don't repeat the same snafu we all witnessed with 1809. I really don't want to go through the same experience.
I don't think they're dumb enough to leave us Insiders out of the loop again. I'm pretty sure we'll be working with the update until it's a bit more than half-baked this time.

Let just cross our fingers and knock on wood. I don't see any other way to put it. Never know with MS.

In this comment I already explained that:
Windows 10 Home Will Finally Let You Pause Updates

And if you look at the comment section of the article that you quote, you will find this:

That assumes Microsoft learns lessons from experience. I'm not sure that's always the case.
