Doesn't look like it to me; however, from the article ... I don't use Windows Media Player, so I guess I missed that bug. Secondly, the author doesn't list even an example of the program defaults users are unable to set, so, I'm a little skeptical about that.
Both bugs exist and are acknowledged by Microsoft as 'Known Issues'.

For the WMP bug Microsoft reports this as a Known Issue in the Nov. 13th CUs for 1809, 1803, 1709 and 1703, saying "After installing this update, users may not be able to use the Seek Bar in Windows Media Player when playing specific files...".

Try as I might I cannot reproduce the problem in 1803 17134.407 or 1809 17763.107. It would appear the problem is only seen when playing some very specific files, the seek bar works for all the ones I've tried so far.

The inability to set program defaults was a Known Issue in the Nov. 13th CU for 1809 and 1803. It only affects certain file types, the most commonly reported one being .zip. Many (including myself) could not set 7-Zip (or any other app) as the default for opening zip files. We are still waiting for the fix for 1809, but this has already been fixed for 1803 in yesterday's CU.

It was also fixed in the Release preview ring (1809) two weeks ago with the CU KB4469342 (this CU was originally released almost two weeks ago), we just have to wait for Microsoft to release this CU for the rest of users who are already in O18U and who are not insiders.

    and many others
I read the posts of people with problems with WMP, HP printers and the like. I have been running 17763 since released in October—and have updated all CU and other updates WU has provided. I have had no problems with anything. I speak for this install on 5 computers and used HP WiFi printer and all computers use that printer with success. I have an Ethernet HP printer and all computers use that printer. I use WMP on all computers and have had no issues with it. So, I concur with Josey Wales and f14tomcat — many of us have few if any problems with this release.

Looks like majority is "victim" of minority again and have been shorted for new build for long time. Media doesn't help either, there's an outcry at every bug no matter how insignificant. If we waited for a ultimate OS or SW, we'd never get them.
Id say to MS, release .167 build and be done with it.

I don't know why you would want to do that (putting your computer at risk), but if you are really adamant about it, you can follow the steps described in the last comment of the same article by "Tung Nguyen". Kind of a workaround to take ownership of the "Notifications" folder from that path:
    %userprofile%\AppData\Local\Microsoft\Windows\Notifications.

Remember you are doing this at your own risk. As far as I remember tenforums doesn't like to give advice that would go against the safety of one's machine.
I am NOT unprotected, I use other forms of protection.

Well, if you have other forms of protection, by all means go ahead and try the workaround I mentioned earlier in my post. But make sure you have a recent system image backup just in case. Cheers!

Suddenly , out of the sky, I got several context-items , which I had removed at the upgrade to RS5, back in my context-menus.
I removed them all with the tweaks of Brink , but then after reboot they are all back again !!
Its ; sharing, compatibility, pin to start , Open Location and the Library ............
I stopped removing them coz they are all back after reboot !

Someone knows how to fix it , or whats triggering these items ??
    Help, please......
Went back to 30 October , after a while these items were in my context-menus again !
Switching the internet off does not help either..........

Make another local dirt-dumb account, remove all you want to, reboot a few times to see if it reacts the same way. May narrow down the culprit.
