I think it only affect UWP apps and its ecosystem. All other development can be done unrestricted. I've never touched that feature so far and I do compile run and debug a lot of unsigned .NET and win32 applications.

EDIT: Actually, now when I look at what those settings does on latest Windows version, I realized that most of those things I've enabled manually. Basically it looks like this is just a collection of those settings in one convenient place.

If you want adventure, try installing Windows 10 ARM on a Raspberry Pi3. That should keep you busy for a while. It can be done, but it's a bit slow and it still has no GPU acceleration support which makes UI interactions very laggy and choppy. ;-)
