I don't think Dona is the final decision maker. I'm pretty sure she's just following orders from on high, and that so far, she's only the "whipping boy".

Now that 1809 is re-released, I expect that the Skip Ahead ring will fairly soon have builds from the branch destined to become next Fall's release. The Fast ring builds are from the branch that will be the next release, next Spring's release. As far as I know, MS isn't quite ready to unleash a true Skip Ahead build just yet. It has usually been a while after a release before everything settles into the appropriate dev branches. The fiasco surrounding the 1809 release has made it all very confusing. You may be on the Skip Ahead ring, but there is no Skip Ahead build yet.

Fast and Skip Ahead temporarily pointed to the same build, since things were in limbo with the 1809 mess. Fast and Skippy did not 'merge'.

On top level for sure, she has to follow the line, but on the Insiders level, she's the boss. And she has all the data from the last few builds. If right info was passed to the production ring (can we call them a ring?) they could stop the disaster.
