While the 18262 installation was running without apparent issues I decided, before I spent too much time installing apps, that I would try a clean install of version 1803. The single partition on that new drive had me concerned.
This install went OK, and I joined the Insider program. But Disk Management only showed a single partition on that new drive. I had checked the BIOS; it is set for UEFI aware Windows. Searched for updates, there were several. Let them install, searched again, and was offered 18262. Let it go through its cycle of getting ready, downloading, installing. But when it got to 30% upgrading it crashed.

I have now clean installed 18262 again. While each time I have run the setup, a reserved partition has been shown, but that does not appear in Disk Management. Interestingly, there is a "Recovery" folder within C:\ Size is 366 MB. contains 3 files including the 372,616 KB Winre.wim
I have set up File Explorer to show hidden files. folders or drives, empty drives, all extensions, merge conflicts and protected OS files.

This is a screen grab from Disk Management in Attachment 209550

    Attachment 209559

And a couple of grabs from MiniTool. This shows the 16MB "Reserved" (Other) partition. The MiniTool properties sheet show that as having no free space.

    Attachment 209551

    Attachment 209557
The 16MB MSR always shows as full even though there are no files there.

A small change that I noticed is that this process that has to do with the Start menu had this name in the build 18252:
New Windows 10 Insider Preview Fast + Skip Build 18262 (19H1) Oct. 17-stsrt-18252.jpg

Now in build 18262 it has this name:
New Windows 10 Insider Preview Fast + Skip Build 18262 (19H1) Oct. 17-start-18262.jpg

EDIT: Apparently what Microsoft did in this build was to separate the processes, before, the Action center and the Start menu were within the same process, in this build, each one has its own process, I thought it was something else but I was wrong.
