    If you're not an Insider you (probably) can only install it with DISM and manual downloading. It works properly.
    Have no idea why it has the same KB number while it also raises the OS build to .107.

    Heads up #WindowsInsiders we have released the Windows 10 October 2018 Update Build 17763.107 (KB4464455) to Windows Insiders in the Slow and Release Preview rings. Details in the blog post:
