    I am confuzzled:

    We have fixed the issue where the incorrect details were being shown in Task Manager under the “Processes” tab.
    Known issue: Task Manager is not reporting accurate CPU usage.
    Are these two seperate issues?

    This build number 17763.104 is greater, then what the build definition should we call 17763.55 now???

    Not understanding your question. This is only a CU update to Release Preview, not a new build.
