    One thing I've realised is that even if you stay with a particular build, the specification isn't static. In particular, updates can occur that change the distribution of features between the Control Panel and Settings.

    I would suggest the idea that updates are 'quality updates' and upgrades are 'feature updates' is far too simplistic.

    Indeed it seems that update KB4462919 (1803, 1809, not 1709) is responsible for the inability of (some) users to set programs and file type defaults. There are reports that uninstalling this removes the problem.

    It also seems to change the way in which assigning defaults functions.

    I have build 1709, and now have 3 (I think it's 3) extra items shown when I launch Settings.

    The whole point of quality is to refine and correct the ability to meet a specification by suitably controlled testing and feedback. Where functional changes are arbitrarily made as well, the concept of quality as a prime goal is at severe risk of being discarded to no good end.

    Hi there
    the old saying "If it ain't broke don't fix it".

    Surely the whole idea would be much better to go back to regular Service Pack releases say every 6 months or so -- this doesn't preclude special 1-off emergency fixes or rolling out security updates.

    In fact Windows could take a leaf out of some of the more popular Linux distributions -- issue Monthly "Rolling releases" . Users can either stick with the current LTS (Long term support) version which gets a service pack / update only when required - maybe months down the line and the rolling release which can contain new features etc etc.

    Either of these mechanisms could be managed much more easily by Windows developers - hence easier for ms and of course a lot simpler for Windows users. If something fails just revert to previous rolling release - fixable defects would simply be handled in the next months rolling release. Easier to name as well e.g Windows_pro_x64.1810,iso etc.

    I just wish I had a choice as to which updates I want and which not. And when I want them.

    I'd choose:
    NEVER for feature updates.
    IMMEDIATELY for security fixes.
    PROBABLY NEVER for driver updates.

    You could do that-
    a. use the tool in this forum to block all updates (search for 'completely')
    b. use Windows Update Minitool (free).

    And Pro gives a lot more control. Using its Defer and Notify features I'm still on 1709. So far.
