Windows 10 Enterprise LTSB 2019 "was" up on My Visual Studio, along with Windows 10 Business 1809 and Consumer 1809. So apparently it was acceptable to release it to Industry? If only briefly. They were all pulled when things went south for "some" consumers.
I know that companies such as GM do not jump to a new release, It took them years to get off NT4.

i guess I would like to know what percentage of the user base experienced this problem. I remember years ago when a service pack was blue screening computers and people were up in arms that MS didn't test enough. Turned out that the ones who were bluescreening, all had a rootkit installed unknown to them. Once this was discovered, MS fixed things up, but obviously they aren't testing how their software installs onto computers in various degrees of brokenness.
Microsoft fixed the data loss issue in Windows 10 version 1809 - gHacks Tech News

"Microsoft discovered in its investigation that the issue impacted one one-hundredth of one percent of version 1809 installs."

    That's 1 in 10,000.

Most won't do anything until they test it on a non production test PC(s). They won't deploy it until they are sure all their in house software works on it. The stuff that generates income has to be reliable.
Was just pointing out they did release it to Industry is all.

I don't have the slightest idea if it's true or not and have no way of finding out.

It "may" be that low "because" they pulled it before more users were "inconvenienced". The affected users number could very well have been much greater if they had continued rolling out 1809 via Windows update etc. I still don't believe the figures they are stating though.

That's true. I work for a technology company and my Windows 10 laptop is running version 1607. So, we are still on the Anniversary update of Windows 10. That's nearly 2.5 years old now.
