Improvements and fixes
This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:
- Security updates to Internet Explorer, Windows Media Player, Microsoft Graphics Component, Windows Peripherals, Windows Shell, Windows Kernel, Windows Datacenter Networking, Windows Storage and Filesystems, Microsoft Edge, Microsoft Scripting Engine, Windows Linux, and the Microsoft JET Database Engine.
If you installed earlier updates, only the new fixes contained in this package will be downloaded and installed on your device.

Known issues in this update

Symptom Workaround After you install the August Preview of Quality Rollup or September 11, 2018 .NET Framework update, instantiation of SqlConnection can throw an exception. For more information about this issue, see the following article in the Microsoft Knowledge Base:

After installing this update, some users cannot set Win32 program defaults for certain app and file type combinations using the Open with… command or Settings > Apps > Default apps.
In some cases, Microsoft Notepad or other Win32 programs cannot be set as the default.In some cases, attempting to set application defaults again will succeed.
Microsoft is working on a resolution and estimates a solution will be available in late November 2018.

Before installing this update

I just installed the Cumulative Update KB4462919 for Windows 10 Home x64, which brought me up to 17134.345. It took forever to install on reboot, then my PC took a whole 30 minutes to finish booting, 12 minutes to shut down and 16 minutes to power on again. Nothing major running in the background that could cause this, so I'm ready to uninstall this update and wait for something better later on.

Had all the updates that tomseys shows in post #1
2919 shows success then failed with 0x8024000b error in 10's version of updates and security but doesn't in control panel's (CP) installed updates, CP shows only success.
From start to finish update took ~ 15" ~.
No 3rd party alert in Edge.
All personal files where they should be.
The only quirk I've found "so far" - is update reset my .pdf default to Edge from Foxit reader.
