    2.3% is not bad, considering that 1809 was only available for less than a week, and you only got it if you went out of your way to check for updates. The automatic roll-out through Windows Update hadn't started yet.

    However, I DID have it install twice after I clean installed. First time it failed, and the second time it installed fine (some other people in this thread already reported the same behavior).

    I guess this version of 10 is still rough around the edges. At this point I don't know if I should format and go back to 1803 or just wait for the next cumulative update to roll out.
    If your computer is working fine for now, it would be wise to wait for the re-release of 1809 to see what gives.

    Yeah I guess I'll just keep my OCD at bay and let it as is until they decide to push the next CU.
    I really didn't have any issues besides these, which should be minor ones.

    Yes and it's empty. My upgrade to 1803 to 1809 also has it.

    UPDATE:

    New known issue added for KB4464330 in first post.

    After installing this update, some users cannot set Win32 program defaults for certain app and file type combinations using the Open with… command or Settings > Apps > Default apps.

    In some cases, Microsoft Notepad or other Win32 programs cannot be set as the default.
    In some cases, attempting to set application defaults again will succeed.

    Microsoft is working on a resolution and estimates a solution will be available in late November 2018.

    Yep. Had that with trying to set Sumatra as default for PDF. Eventually it took but it took about 5 minutes to load when I used Open With to set the default.

    Yes, 7-Zip is another that cannot be set as default in 1809 or in 1803 (which has the same issue).

    I didn't actually want to set it as default, just to add it to the list of available choices in 'Open with' by not ticking the 'Always open with....' box . That too seemed to be disabled by this bug.

    I managed to add 7zFM.exe myself in Regedit by editing:
    HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\FileExts\.zip\OpenWithList

    After that I found I could set it as default (and back again to Explorer).
