"Windows Security" OFF, affects not only WinDefender but also every app notification with the result of notification disappearing which of course is an issue.

"Windows Security" app should not be considered as just a Background app like "Mail", "Weather", "Tips" etc. It must be removed from there.

I just want the Firewall notifications to stop bothering me. I turn it off and now I keep getting told it's off. I know it's off, now leave me alone! But it keeps on notifying even though the settings for notifications for it are set to off.

What happens if you turn "Focus Assist" off altogether or "Prority On" only?

This has been a bug for me too.

Complained about it in earlier builds as well,

What firewall notifications? I barely notice it exists. It simply just works for me.

Are you guys using some 3rd-party firewalls?

I turn off my firewall, and turn off security notifications about it. Still keeps notifying me that the firewall is turned off even when I tell it to stop notifying me.

Perhaps your IP address got blacklisted, might have to contact your ISP.

I would nag too, until I would be given back my clothes that was just stolen.

Seriously speaking, that switch should work. One thing however makes no sense to me, why do you want to kill the Firewall in the first place? If your computer is internet connected you'd be extremely vulnerable to attacks.
