I just did a clean install and kb4464330 appeared immediately, maybe it is not "paused" anymore or just paused for those HP machines only.
No. And I've now checked my other machines and restored a couple of my test machine's system images. Of thefive(edit: make that six now) systems I've looked at (variously 36/64 bit, 1803/1809) only one didn't have an active Guest account. That was running 32-bit Pro 1803 build 17134.1.

Hmm... so I guess it's somewhat intended, not sure what triggered it so perhaps better not to disable it for now.
I checked on my friends HP laptop - he is on 1809 with all updates, and he also doesn't have guest active (like me with 1803 - all updated). All 64 bit.
Windows 10 Home 1803 17134.345 64bit
There's an article here that states enabled or not it does not work.

Alright i decided to disable it from Computer Management screen.
HP desktop -- no active guest account. Running 17763.55, 1809 with the at-one-time paused cumulative update.![]()
I haven't had problems ( that I'm aware of) on either of 2 pc's so far with any of the updates. I am at Windows Version 1809 (OS Build 17763.55. Guess I should just pretend all is ok?
