Correct me if I am wrong!. Did they release something on October 12, 2018. I am not even sure myself; I will have to check the update history or Reliability Monitor
Patch Tuesday was Oct 9th and they released KB4464330 to those of us who updated to 1809. Don't know about other builds

Those are called "Employees" Myself and many others are insiders that do this to help. The Employees get paid, we get Nada.
So, you get the point, right?

I think is pretty clear what I meant:

    - Microsoft promoting = whistles and fireworks.
    - Microsoft failing = DEAFENING SILENCE for mor than a month.

MS has a team of employees working on the Insider Builds. They are the inside Insiders. We as volunteer Insiders are outside Insiders. We can only report problems. Part of their job is to try and fix reported problems before a new build is released to the public.
    Thank you.

They need to stop fooling with TACO Hats and Butterfly Dresses and get this build Fixed. It should not have taken this long and What Brink posted is spot on. Yes I got your point after the second response @Ghost82

You are definitely right about this one. It was October 09, 2018, but I cannot locate anything in Update History which goes as far as October 25 on my PC and reliability Monitor is not showing much for that date with regard to updates on that day either. So we will see for next Tuesday 13. Let's just hope you are right again...See you next Tuesday! (tongue-in-cheek).

The issue is not that the fixes takes long to arrive. The issue is the silence, skipping release preview and ignoring or missing some important feedback.

The most important thing is communication in two directions. Insiders to MS and MS back to insiders and the rest of the world.

MS never communicates anything they do not have to. Yes their silence tells a great deal of folks just what an incompetent Corporation does. They will do anything to not accept any blame on this at all. The build was purposely not sent to the release program ring so that they can flood more builds in The Fast and Skip ahead ring. I have sent paragraphs of stuff on this To The Hub and on Twitter. I get the same silence as everyone. The Hub asks me for my email so that they can get back to me, they Never did. I was one of the lucky ones that did not have any issues but I still pursued answers, and got nothing. The people in charge of The Insider Program treat this as if it were some sort of game. I remember when they used to hide the build number embedded in a photo or picture and This Ninja cat thing is unreal. I do not want an Icon of a Ninja Cat on my system.
There used to be two separate Hubs. One for only insiders and another one for non insiders and now everything is all lumped together and I would suppose some Bot only looks at it. Microsoft needs to get rid of The Skip Ahead Ring and only have two rings-Fast and Release Preview and all builds should be self tested inside before sent out to any ring. There is not a need foe two releases a year, one release every year or 18 months would be better. But if that were done they would lose money of hardware that users have to purchase in order to stay compatible with the latest build from MS. This build 17163.XXX , once finalized will be the last Windows 10 Build I will install.

Oh and I got warned on Twitter by Dona Sarkar when I ask for a reply after hearing nothing for two weeks.

I mean there are millions of insiders, I think it would be next to impossible to interact with each person.
