Just made a perfect backup with Windows , stored on other HDD , did not encounter problems , so far.............
There are two independent functions in 'Backup & Restore (Windows 7)' - the backup of user files and the creation of system images. I have never used the file backup (even when still using Win7) as there are much better solutions available. Even just copying your user folder to an external drive is a better solution as 'Backup & Restore' creates a series of .zip folders that are near-impossible to navigate manually. The article you linked to seems to be exclusively talking about the file backups function.
However, the system image function does work in 1809, in fact 1809 fixes a fault that had prevented 32-bit 1803 from creating or restoring system images.

However, although I have successfully used and tested the MS 'system image' function in 32-bit 1809, Macrium is still a far better and more reliable solution.
