Yes...when you install some programs and just accept the default settings, output goes to a "hard-wired" location.
    As everyone has a C: drive - that's it!
That's why, to me, it's so important to always do "custom" installations. OK for us here but the average user may not even understand the difference. Another reference to my comment about usability testing?

And @winactive.......Yup! After all, Quoteit might be neater to delete unused folders, but how much space do a few empty folders take up? Negligible and again, most users won't even know about them.
Games seem to be most "guilty" of that behavior, placing files all over the place even when you choose other places to install them to.

Games are just poorly coded applications for kids of all ages.

What games are you guys installing exactly? They will create a single major folder for all of its data under the client used, e.g Steamapps-Steam, and a properly named single folder for its saved files / profile settings under your documents folder. That's it. I have over 30 games installed and I don't see an excessive amount of files or folders scattered around on my drives by installing games. I have more issues with this behavior on standalone driver installations and utility programs.

The world of games does not revolve around Steam.

    Just spotted this tidbit:
Microsoft deletes deleterious file deletion bug from Windows 10 October 2018 Update • The Register Forums

Go to the "comments" section of the article where you'll find:

*** Be careful *** Also new in 1809, changes to Disk Cleanup Tool, now includes user directories.

MS have added C:\users\{username}\Downloads to the "Disk Cleanup" tool in 1809.

(Sorry if it's been mentioned already but I hadn't seen it until now.)

Or Valve for that matter. Must admit newer games behave a bit better. Steam can move their games around but still leaves a lot of crud.

Yes, they now include the Downloads folder but fortunately it is not checked by default (It was when first released to insiders).

If I change the location of one of my user folders, like say Documnets, and move the contents. The original folder is deleted / removed. If I go to C:\Users\kerry, there is no Documnets folder. All the ones I changed the location of are gone. I assume if I didn't move the contents that would stay though? And in that instance I would have two Documents folders?

Well that beggars belief, why on earth would they assume we wanted the Downloads folder emptied?! All the more reason not to use the default folders.
