According to what Dona Sarkar said on Twitter, it's "nothing or all", if you see any files in user folders, it should be ok.

after all this, i wouldn't be surprised to see that the cause was the user put a checked mark on do not keep files when upgrading.

i downloaded 1809 manually and did not encounter any deleted files. on the same note, since Win10 was released i have upgraded and upgraded and never encountered any issues. well there was one time that i have to do a fresh install due to a corrupt hd but also upgraded from there with no problems.

As for Microsoft and there dumb reason for storing your important files in the Users folder it is pain some programs insist on always saving there so I have to keep browsing to the D Drive. Also they purposely hide the User folder only showing certain folders so even then it is a pain to backup if you don't know where to look for it.
FYI, you CAN make a Shortcut to a hidden folder to save keeping on hiding/unhiding.
Unhide using File Explorer > View and tick "Hidden Items"

Go to the folder in question, make a Shortcut and move the Shortcut to the Desktop (or wherever is convenient)
Then Untick "Hidden Items" as above.
Despite the folder being hidden, the new shortcut will still take you straight there.

I always keep the last 5 system partition Macrium backups. That may be overkill, but slim chances I'll be left wanting.
I keep the last three. Not as overkill as yours. And now I always "auto-verify image creation" too. It takes just 6m for my whole UEFI partitions.

I keep one in second online HDD and another offline (I just copy .mrimg), mostly keep only one, last backup but in a third place (another offline disk) a pure non-modified one with some essential programs. To me, it's more important to keep backups of important, personal files. OS and programs can always be replaced, it's just more convenient to just restore backup.

If you did a clean install with a copy of an ISO of 1809 made from the then available MCT, you wouldn't have any files to lose. Maybe I'm not clear on what you used or exactly when you did it.
Not entirely true. In a lot of cases yes, but there are situations where files can be lost on a clean install.
Assuming you have files stored in the cloud on say OneDrive. And Windows then decides to sync your empty profile "too" OneDrive and make all its folder empty to match. Instead of doing the other and pull the files "from" OneDrive to your PC. Which is sounding like what "might" be happening with this file lose thing? If the dust ever settles and we get some real answers.
And I've had my second hard drive, the one with all my data on it turned to RAW. Can't remeber if it was an upgrade or clean install though. I always have files on a second drive or partition which could potentially be lost on a clean install. If Windows glitches or I pick the wrong partition to install to.

Probably indicating they will recommend something like Recuva to recover deleted files as others have been doing for days now.
