Yes, seems that once you have chosen a skin in that box you will keep using it. I had previously chosen TF2019 Wide, so didn't see the poppies when the forum default changed. I had to select Flanders to see it.

In your Settings > General Settings, you can change the Forum Skin setting in the bottom "Miscellaneous Options" section to the skin you want to always use by default.

So that will be the build that will be installed through WU, I guess that immediately after it is installed, a CU will appear in WU, remember that the build .107 doesn't have the fixes for two of the most known bugs of O18U.
