Have you tried to deactivate the Spectre and Meltdown patches?

That solved issues for me with all AHCI/NvME drivers. There are problems with those in 1803 as well.
Spectre and Meltdown workarounds are tightly connected to I/O and it seems like some third party vendors (Samsung in your case) aren't up to date with the changes.
On the other hand it is more or less common knowledge to not use the vendor drivers for AHCI nor NvME. Not Samsung, not Intel and especially not AMD. The all provide drivers to Microsoft who adopts them and adjust them if necessary and then include them in Windows under the name 'Standard Microsoft Driver'. You will get better stablity and performance with the Microsoft ones. It is NOT just a dumb I/O driver which can be verified by checking all registry keys connected to it.
Don't be fooled by the date of the Standard MS driver. It is just a facade. They are brand new and constantly updated.
Linked article below is only of interest if you have a dual boot installation, like I have. This is exactly what happened to me when I joined insider Release Preview Ring and upgraded from 17134.376 to 17763.107. The grub2 boot loader was overwritten for me. Rather easy to restore but good to know.

To large numbers of people who also speak English outside the USA doesn't Fall have connotations with something being dropped so hardly a good Marketing name anyway.
