I wonder the same with other small bugs (some more annoying for some people than for others) that were reported a long time ago by the insiders.

My Action Center must be broken too after upgrade, I get way more notifications than usual.

Failed twice on an old HP laptop with an 800 APU (rubbish), 8 Gig ram and an SSD. Gets to the restart stage then decides to undo changes. 8 hours down the drain. Think I'll just bin this useless piece of antiquity!

Obviously try a clean install?

The dism method works when most other fails, particularly if you inject the various drivers for old device into install.wim

Apply Windows Image using DISM Instead of Clean Install | Windows 10 Tutorials
