No, a lot of browsers default action is to save to C:\Users\%username%\Downloads you need to set the default action of the browser to 'Ask me where to save downloads'
As an example, in Chrome's advanced settings you can have the best of both worlds

So downloads default to the Downloads folder, but always offer me a choice first - very useful IME.

Moving defaults like that wouldn't save you from this problem. Best way is to set up individual programs so they save to independent locations to another disk or at least partition. Not long ago in some of Skippy/fast builds Disk cleanup was set to delete files in Downloads folder, could be avoided by unchecking box in manual mode but when maintenance kicks in it would do it automatically.

Mike, that's the same as I've done (except you use FF and I use Chrome) - can't see why you're disagreeing with my post?

What does this mean for those of us who already have the 1809 upgrade? Do we just stay put and receive our fixes via patches?

Stay put, did you loose anything ? Even if you did, it happened only during installation.
