Doesn't look like it, David. No info on the guy at all. In my experience all Microsofties identify themselves.

It would be impossible to have a totally 100% unified language --different customs, traditions etc etc -- not possible sometimes to even explain to other cultures a meaning of a local event etc.
Star Trek, Star Wars and other sci fi series do this which always bugged me as they all spoke the same language light years away on different planets meanwhile here on Earth two countries bordering right next too each other speak completely different languages.

How did you get the upgrade, Ksio? Just curious, since it's supposed to be pulled.
As usual, I upgraded via an ISO I built from ESD, whose link I got at My Digital Life forums. They are still working, if somebody's wondering.

We Americans came along later from all over the place, and finally perfected the English Language to our standards by creating all kinds of shortcuts to save time.

When I set the extra hard drive in my desktop, I named it Data, not User. Could that be a reason I didn't get my files disappeared? Just a wild guess . . .
What little I've seen seems to suggest its not related to what your talking about. Its an issue with syncing too or from OneDrive and the Files on Demand feature. Nothing concrete though as Microsoft has been mum on the subject as to why and how its happening. I personally don't think it has anything to do with where your user folders are. Mine are on a separate drive and or partition. I always select "only store file locally on this PC" when I get the OneDrive prompt during setup. I use OneDrive, but not for my user files like documents and pictures etc. I store my Raspberry Pi build pictures etc in my OneDrive Public folder. All the rest are unsynced.
I do seem to remeber a new setup option to back up my documents etc to the cloud (OneDrive) when I did the upgrade. The new Files on demand I think? Those running Insider builds can likely enlighten us on that. I was only running consumer 1803.

That makes some sense and could be why I did not have a problem. I do not use OneDrive at all.

Hmmm, I'm not using OneDrive for the most part; I have some old files on it, but have been keeping my files on my Data drive.
