Well FWIW, it's still available from the Update Catalog web page. May download it for G's Laptop. WU still doesn't find it.
I have to agree with@f14tomcat, the article seems to be pure speculation.
Also in the opening article last paragraph, he says "It’s also possible that KB 4458469 is being rolled out verrrrrrrry slowly"
And after all that processed, did a Check for Updates, and nothing...... stuck on .286.
So.....WU still works, servers have cumulatives, but now not up to .319. Looking more like WU maybe pulled, there is a server problem with WU version, or just plain slow getting out. I would think if it were totally pulled, it wouldn't be in the catalog.
And I have just restored an 1803 17134.285 image for my test machine and checked for updates - it too downloaded and installed KB4464218, same as you. That's the one from 17th September. KB4458469 is nowhere to be found.

Just for sanity check....it's still in the catalog, I just DL'd it again. It's Friday, they all left for Ignite this morning, it's the last full day of Summer. Janitor forgot to clean the catalog.
