how often are you actually in the menu for that to be an irritant -- also try using different themes.
Any sort of OS with a GUI has to have some sensible method of executing an application which means essentially some type of cascading menu system -- unless you want that hideous mobile phone infinite scroll thing we had with W8.
I can register zillions of things about Windows I don't like but this particular grouse doesn't even appear on my radar as I'm in the menu system for such a short time in any case.

I don't have any theme installed, I don't like the themes (some of them are horrible, like the ones you see in some screenshots that some people upload here, but it's a matter of taste) and the menu that you show in that image is not the one I'm talking about, that menu doesn't has the white borders.
I refer to the context menus of the folders, drives and also the one that appears on the desktop.

By the way, in the gif above you can see that Microsoft fixed the problem of the "new" option in the context menu, I don't know exactly in which build they fixed that bug but, before, that dropdown menu took a few seconds to appear and even sometimes the pointer was blocked, as it happens with several bugs, it only appeared in some cases and it was reported several times:

I know it's Friday and I must be getting really obtuse here - but still can't see what you are seeing
I'm trying to understand what problem is but you've lost me as I can't reproduce it.
On desktop for example Macrium on desktop --right click on the macrium and I get :
so I haven't a clue about the problem.

Are you using the dark theme? For me the outline only occurs in the dark theme.

another defect in skippy
network (and monitor) shows Internet connection functioning 100 %
Try and connect to internet
randomly get this
(Translation effectively means -- Can't connect to internet - no network connections available) which is absolute B/S as the little icon shows full connection- other machines can ping this one etc.
when it woks it's fine but shouldn't lose internet connections -- here I have one of the best and fastest ISP/s on the planet. !!
Only have these random dropouts from Skippy. - Annoying as I'm trying to stream SKY GO footie (soccer played with proper round ball) from England's premier league !!).
Oh well off to pub for 2nd half !!!
