That is the Cortana search box in your screenshot. Do you use a touchpad? If so, are you using two-fingers scrolling? An accidental three-finger tap will bring that up.

It may help to adjust the touchpad sensitivity. These settings are different for each make and model of PC so I can't point you to exactly where to look, but the Control Panel would be a good place to start...

What a mess Edge has made for me with this latest iteration....all my carefully compiled Favourites Folders (lots of them) plus Favourites Bar Apps compiled since Insider W10 started have been wiped clean... creating all this unnecessary work which surely cannot assist in future Insider development.

How many times I warned here that there was something wrong with my action center with more than one of the last rs5 builds.
Now I am running the RTM 1809 and I have still the same problems.

I have posted the solution in the thread. You need to allow background apps to run.

With great apprehension, I selected check for updates. (Asus T100, 2m ram, 32GB eMCC SSD). It got to "downloading %100" and just stopped. After 1 hour, decided to Restart. After a lot of screen flashes, checked for updates once again and to much joy on my part, started the install process. Stopped again at "installing %100". Left this one sit for 30 minutes and was grateful to see "RESTART" appear. Another 45 minutes and at last desktop.

After clean up, noticed a mini-dump file in the root directory, might have been caused by my manual restart when it was hung?? The install as well as my desktop requires all the windows to be resized. Install size @ 9.2 GB

Had that issue more than once on the insider builds. A restart wakes it up. Didn't happen for me this time.

    kado897,
As I told you already more than once, this was not a solution in my RS5 builds.
I just have tried that again in both rs5 and RTM 17763.1 systems.
But if it should work, I want a solution from Microsoft with disabled background apps
