16299.15 was not a cumulative update - it went through the full uup build upgrade process not the normal WU process. The lines get blurred with uup build upgrades as they do not necessarily download everything, but all that is needed. However the update process is fundamentally different.
Yep, because they could not fix the issue without rebuilding everything and they wanted a good and clean base to work forward from.

Profile notification of event Unload for component {B31118B2-1F49-48E5-B6F5-BC21CAEC56FB} failed, error code is See Tracelogging for error details.
that uid is linked to tiledatamodelsvc which is seemingly removed from 17763, the related tileobjserver.dll are not present.

apparently the removal was done half arsed and left references behind.

    Hi @cereberus

From memory the unsigned boot fix has been "lost/removed" ,for quite a while, maybe since W10 was introduced, it allways reverts back to signing required on a reboot,

its possible that if you only use sleep modes then it will not be reset.

But on 1803 it is unsigned but once installed it is fine - never resets on booting i.e. signing was only needed for installation, not execution. Something seems to have changed, I managed to find a signed driver (this time...).

Before it's been released to Release Preview Ring? Wow! That's different! I just dl'd it. Haven't run yet to see what I get.

I only get this when running it. It doesn't look like it's active yet.
