what I meant is are they both 1809

Bit early in the morning -- should have phrased the question clearer

Skippys always say current Fast Ring build. Once 1809 is released, the Fast and Slow Rings will merge and continue to say 1809 for quite a while. Eventually MS will deem that the Insider build is stable enough to be considered for final polish and release i.e. go into bug fix mode and no (significant) additional development. At that point, it will get updated to 1903.

OK so we are pretty sure this is RTM. I am surprised they would consider releasing it with this known issue?

    • Task Manager is not reporting accurate CPU usage.

I feel another 16299.15 coming on (a new build but same major build number)...…...

Cumulative updates are like new builds, changing the build number (after the dot). MS might release 17763.1 as general availability release, then fix its errors for instance with cumulative update which brings it to 17763.15.

There is also the issue with notifications and the background apps setting to sort out.
