Tried to install this CU a couple of times, but it's still at 17134.165 after rebooting. Tried both via Windows Update and .msu standalone update. When I check Programs and Features, KB4340917 is not listed there, though Windows Update history says the installation was successful. Would anyone have an idea on how to successfully install this update? Thanks in advance.
No. There are four instances of successful installation on Windows Update history. One weird thing I have noticed after each attempt of installation of KB4340917 CU is that when I check installed updates on Programs and Featuees, I see that KB4338819 installation date is updated. It read 07/28 yesterday, and now it's 07/29. I'm pretty sure that if I try to install KB4340917 tomorrow, the installation date of KB4338819 will be updated to 07/30, go figure why.

I have received 165 in time and automatically, I have home edition and no special polices are applied.
No I haven't deferred features, and I have checked the registry no policies applies, in fact I keep getting downgrade for my VGA Intel card.
As I said, I did get 165 in time.
Correcting my last reply to you, yes, 0x80070070. Apparently it means there was not enough storage space to install the update. However, I've freed up to 7,8 GB on C: partition, and Windows still won't install this CU.
Thanks for the tutorials links, but unfortunately neither of them worked. I just wish Windows Update wasn't so broken. I don't know what else to try, is refreshing Windows the only solution to make my machine able to install this update?

I would migrate to a larger system partition in one way or another, to provide more space than that. Also, instead of refreshing the OS, you could do an upgrade in-place install from an integrated setup media that has some recent updates included. That would fix many problems and usually allows for future updates to be installed, and without deleting any of your settings and apps.
You should probably first try sfc /scannow in an elevated command prompt to see if there are no integrity violations. Then go to control Panel > Troubleshoot > View all > Windows Updates at the bottom of the list.
At his point, try to install the update again. If you still cannot install the update, go as mentioned by @er557 for the in-place upgrade:
