    No, you need them via your OEM or via the Microsoft standalone update that isn't up to date.

    Have you deferred feature updates? I set my delay to 0 days then the update appeared. Go figure since this isn't a feature update.

    Yes I have deferred feature updates. That is weird. I will reset it and see what happens.

    Probably yes. Your link gives me identical pages in IE, FF and Edge.

    There's a lot of clever redirection going on behind the scenes though. You link is specifically to the en-us page. Try this one, it's a generic link to that same page but should open in whatever is your local language.

    i just ran this update with my starting point being:

    Winver 1803 (OS Build 17134.165)

    Feature updates deferred for 365 days
    Quality updates deferred for 30 days

    Then using the following sequence....

    MANUAL check for updates, "You're up to date"
    Set Quality update delay 0 days
    MANUAL check for updates, "You're up to date"
    Set Feature delay 0 days
    MANUAL check for updates
    CU KB4345421 and NO routine updates offered - downloaded and installed - restart requested
    Restarted - Winver 1803 (OS Build 17134.167)
    MANUAL check for updates, "You're up to date"

    Feature updates again deferred for 365 days
    Quality updates again deferred for 30 days

    Very odd - this is not a Feature update and in fact after installation it's actually listed as a Quality Update.
