i just ran this update with my starting point being:

    Winver 1803 (OS Build 17134.165)

Feature updates deferred for 365 days
Quality updates deferred for 30 days

    Then using the following sequence....

MANUAL check for updates, "You're up to date"
Set Quality update delay 0 days
MANUAL check for updates, "You're up to date"
    Set Feature delay 0 days
    MANUAL check for updates
CU KB4345421 and NO routine updates offered - downloaded and installed - restart requested
    Restarted - Winver 1803 (OS Build 17134.167)
MANUAL check for updates, "You're up to date"

Feature updates again deferred for 365 days
Quality updates again deferred for 30 days

Very odd - this is not a Feature update and in fact after installation it's actually listed as a Quality Update.

    Attachment 196835

PerfectDisk corrupted your SSD. I dropped that dumb program years ago when it ruined a spinning HD. Thrashing the drives to defrag which speeds up nothing.
Thanks for your comment Reddice but how do you explain the other folks here that have had the same issue (BSOD) without PerfectDisk?

I think PerfectDisk errors were more of a symptom than a cause. PerfectDisk actually did not act on the SSD drive .. no defragging. It excludes it but It does do something called smart optimize which is supposed to prevent fragmentation and extend the life of the drive. I will agree with you that cats are the best pets :)

Update a subsequent sfc scannow found some problems and a chkdsk /f on the C drive repaired some sectors. Since then the system has been fine. I did disable sleeping on the harddrive in question because I remember when I first got it (now I remember) that there was a BSOD. I had enabled sleep again when I upgraded to 1803 a few months ago.

Yep. Resetting the feature update deferral back to zero got me the update. Who knows what is going on here.

Sadly, we always have been, and with the (apparent) lack of testing done by MS, this will continue.
Almost defeats the object of the Insider Programme when supposedly working software is released in this manner.

    And @johnpd......who indeed?

I am not talking about running PerfectDisk on a SSD I should have said a spinning drive.

That also doesn't appear unless you set Defer feature updates to zero. What's going on?

Got BSOD after this install and found out it was Sandboxie causing it. Comp would reboot about 1 min after boot, then BSOD with the error pointing towards Sandboxie. Got rid of SB and all is good.
