    Cumulative Update KB4338814 Windows 10 v1607 Build 14393.2363 -July 10

    UPDATE 7/16: Cumulative Update KB4345418 Windows 10 v1607 Build 14393.2368 -July 16 - Windows 10 Forums

    July 10, 2018 - KB4338814 (OS Build 14393.2363)

Applies to: Windows 10, version 1607, Windows Server 2016

Windows 10, version 1607, reached end of service on April 10, 2018. Devices running Windows 10 Home or Pro editions will no longer receive monthly security and quality updates that contain protection from the latest security threats. To continue receiving security and quality updates, Microsoft recommends updating to the latest version of Windows 10.
IMPORTANT: Windows 10 Enterprise and Windows 10 Education editions will receive six months of additional servicing at no cost. Devices on the Long-Term Servicing Channels (LTSC) will continue to receive updates until October 2026 per the Lifecycle Policy page. Windows 10 Anniversary Update (v. 1607) devices running the Intel “Clovertrail” chipset will continue to receive updates until January 2023 per the Microsoft Community blog.

    Improvements and fixes

This update includes quality improvements. No new operating system features are being introduced in this update. Key changes include:

    • Updates Internet Explorer's Inspect Element feature to conform to the policy that disables the launch of Developer Tools.
    • Addresses an issue that, in some cases, causes the wrong IME mode to be chosen on an IME-active element.
    • Addresses an issue where DNS requests disregard proxy configurations in Internet Explorer and Microsoft Edge.
    • Addresses additional issues with updated time zone information.
    • Updates support for the draft version of the Token Binding protocol v0.16.
    • Evaluates the Windows ecosystem to help ensure application and device compatibility for all updates to Windows.
    • Security updates to Internet Explorer, Microsoft Edge, Windows apps, Windows graphics, Windows datacenter networking, Windows virtualization, Windows kernel, and Windows Server.

Note This update is not available with express installation files for Windows Server 2016.

If you installed earlier updates, only the new fixes in this package will be downloaded and installed on your device.

For more information about the resolved security vulnerabilities, please see the Security Update Guide.

    Windows Update Improvements
Microsoft has released an update directly to the Windows Update client to improve reliability. Any device running Windows 10 configured to receive updates automatically from Windows Update, including Enterprise and Pro editions, will be offered the latest Windows 10 Feature Update based on device compatibility and Windows Update for Business deferral policy. This does not apply to long-term servicing editions.

    Known issues in this update

    Symptom Workaround
After installing this update on a DHCP Failover Server, Enterprise clients may receive an invalid configuration when requesting a new IP address. This may result in loss of connectivity as systems fail to renew their leases. This issue is resolved in KB4345418.
After installing this update, some devices running network monitoring workloads may receive the 0xD1 Stop error because of a race condition. This issue is resolved in KB4345418.
Restarting the SQL Service service may fail occasionally with the error, “Tcp port is already in use”. This issue is resolved in KB4345418.
When an administrator tries to stop the World Wide Web Publishing Service (W3SVC), the W3SVC remains in a "stopping" state, but cannot fully stop or be restarted. This issue is resolved in KB4345418.
[ADDED 7/20] After you install any of the July 2018 .NET Framework Security Updates, a COM component fails to load because of “access denied,” “class not registered,” or “internal failure occurred for unknown reasons” errors. The most common failure signature is the following:

    Exception type: System.UnauthorizedAccessException

Message: Access is denied. (Exception from HRESULT: 0x80070005 (E_ACCESSDENIED))
    For more information, see KB4345913.

Microsoft is working on a resolution and will provide an update in an upcoming release.

    How to get this update

This update will be downloaded and installed automatically from Windows Update.

To get the standalone package for this update, go to the Microsoft Update Catalog website.

Prerequisite: The servicing stack update (SSU) (KB4132216) must be installed before installing the latest cumulative update (LCU) (KB4338814). The LCU will not be reported as applicable until the SSU is installed.

In my case, I have an Asp classic application and after this update, I always receive the following error:

"activex can't create object" when I try use one library of .NET Framework, the name of the library is: System.Collections.ArrayList

Anyone with the same problem? Anyone with any tip of what can I do? Maybe is one new security rule of windows?
I uninstalled this update for now just to get work, but I believe I could not run out of windows update forever

    Thank you
