I have the same thing - it started with the 2018 update. No idea why MS is ignoring it.

If it an emergency fix then I can handle the 15 minutes it takes.

Fast one! And about "Some settings are managed by your organization", let it search again for new updates. It will disappear! :)

Have none of you clicked the 'View configured update policies' just below that? It appears to be intentional, a way to alert you to the fact that the 'Active Hours' policies are in effect while you are awaiting a restart. I presume Microsoft see this as a 'helpful new feature', in practice it appears to just add unnecessary confusion

As long as it does not affect installing updates I just ignore it.

I have no such policies set. I do not have a Mobile device. I am NOT in The IP. This is just more garbage that they will not fix.

And again this update requires multiple restarts because the @!* WU doesn't give a nudge to the rest of the system that it has been successfully installed… Restart pending is always there until the system restarts automatically in the non active hours (when the blue message comes up). When will Microsoft fix this BS?
