No, not yet... but I'm usually a few days behind in being offered updates. About two back I had to get one manually.

All four of my Ver 1709 computers starting getting this update yesterday. So they are all "certain builds" despite being completely different models from different makers.
I avoid automatic WU by jobbing the permissions of the USOClient file, by using metered connections & by disabling automatic maintenance.
- Perhaps it is the lack of WU running that has been detected and that leads to this update being listed.
- I list updates using PSWU / WUMiniTool and I notice that KB4056254 has replaced the entry for the Ver 1803 update.
- I read the SoftPedia article Mysterious KB4056254 Patch Released to Fix Windows Update on Windows 10 but did not find it particularly informative
I'll take my chances with the next CU instead of this update and see what happens after that. I'm putting off Ver 1803 until late July / August.

I installed KB4284822 CU on my Ver 1709 computers then used PSWU to list updates - KB4056254 is still shown.
I just feel wary of doing anything "to facilitate Windows Update service" since I am doing my best to avoid it.
Have any other Ver 1709 users installed KB4056254 despite having taken measures to avoid WU?
If you have installed KB4056254, have there been any adverse effects on your particular WU avoidance measures?
If you have installed KB4056254 and if there have been any adverse effects on your particular WU avoidance measures, what measures had you taken that were affected? [There being, as I understand it, several popular methods for avoiding WU.]

just don't install KB4056254 along with KB4023057 and Win10 will not "force upgrade" to a newer build on its own.
KB4056254 for Win10 is similar to KB2952664 for Win7 & KB2976978 for Win8.1.

I finally understand the post you made a couple of weeks ago. KB4023057 is now also being shown in my list of updates. I have not installed KB4056254.
I am now only a couple of weeks away from being on a free & fast network for a couple of days so I'll use that time to download the Ver1803 ISO.
Then I'll see if these updates are still listed after that update.

How to get this update
Only certain builds of Windows 10 Versions 1507, 1511, 1607, and 1703 require this update. Devices that are running those builds on Home or Pro editions that are not domain joined will automatically get the update downloaded and installed through Windows Update. Devices not connected to Windows Update may see a User Account Control (UAC) prompt during installation. Click Yes to install.
