I suspect that you have Fast Startup enabled. If you have Fast Startup enabled, the Shut Down is a form of hybrid sleep so the Updates will not finish. A Restart will do a full shut down then resume and finalize the Update Next time use Restart Now or disable Fast Startup and I'll bet you won't have this issue any more.
Yep, it does that. On another thread we discussed this in depth and compared notes. For some of us it was turned back on, while for others it was left turned off. the key finding was that it got turned back on if you had hibernation enabled but fast startup turned off.

Not only Fast Start - When I do "Feature Updates" such as the update from 1709 to 1803, or the previous Creators Update, Fall Creators Update etc etc, many settings reset to MS defaults - for example:
Fast Start gets turned on - I turn it off
Auto Play - I set to "Ask me every time"
System Restore gets turned off (!)
DEP gets turned off (I want it on)
Virtual Memory might get reset
Device Installation Settings – gets set to Yes (I set it to No)
I have seen System Storage Settings set to Storage Sense ON - I like it OFF
There are also Services that get re-enabled, such as "Connected User Experiences and Telemetry service" which I definitely don't want to have running, so I have to set them to Disabled - again!
Personally I made a crib sheet when I first went from W7 to W10 and I keep it updated every time there is a major CU so I know what to look out for.

This time I received the updates directly from Windows updates. The updates is significantly fast.
