    I am not a big proponent of "clean Install" because of everything involved like specifically reinstalling all your apps, but you can try to reset Windows Update:
    Reset Windows Update in Windows 10
    and manually check for Updates after that. If there is still no joy, I would advise to go, as a last resort, for an in-place upgrade aka repair install:

    Repair Install Windows 10 with an In-place Upgrade

    Get the official MS 17134 ISO and do an In-Place Repair. Won't lose anything. Make sure Check for Updates is checked. It will repair install and apply all updates up to .319.

    Won't lose anything.
    No offense , but IMO, it's the first resort. Safest and quickest.

    Well, that is another way of seeing it. In my mind, the "Reset Windows Update" is just the execution of a .bat file after giving it admin privilege. For me, this is a fast first step which is not very long to do when comparing to the "Repair Install" that can take half an hour or more depending on your system's configuration. Cheers!

    Sorry, my wording may have been awkward. I meant that as in opposite of Last Resort. You're right to try quick fixes first, not plunge into big stuff first. But, the Repair Install is 10000% times better than a Reset Windows.
