With traditional desktop use, (and, not utilizing multiple devices), Sets and Timeline are not useful features in their current form.
Couldn't agree more.
It is not yet confirmed that Sets will be released with RS5:
This tweet is based on the words of Joe Belfiore in the build 2018:
"When will Sets be available? here is the answer, when we think that it's great, and so in the past we've come up here at build and showed new features and sometimes people assume they're imminently available. I just want to be clear, Sets require Office and your applications and our whole ecosystem to work smoothly together and we're going to make sure we take the time to do that right so all our customers have a great experience"
Clearly Joe Belfiore said this so that it didn't happen again what happened with Timeline and FCU.

Timeline, in it's current 'glitchy' state, doesn't work well for me, rather, give me a quick right click 'recent items' list on the Desktop, good enough...
Sets is just too convoluted a process for worthiness!
Now, if you could save sets as a shortcut to re-open as you left them, that would be progress...
Here's an example of an Explorer Tab Group with the 'button' to open it...
