Then all Insiders should see it so they get a fair evaluation.

With traditional desktop use, (and, not utilizing multiple devices), Sets and Timeline are not useful features in their current form.

I'd be interested in your reasoning Edwin.

I have the same opinion of Timeline. Not had the chance to try sets yet. I quite like tabbed programs, but whether mixing different programs in tabs is the way to go I'm not so sure.

I think y'all are missing the point of the Windows Insider Preview Program. The Insider Preview is a Beta Program, pure and simple. Once a version goes RTM (Release to Manufacturing or Release to Market), it's no longer a Beta and Microsoft immediately starts working on the next "version".
Version 1803 (OS Build 17134.1) was released to the public in April. What used to be called Service Packs are now called Cumulative Updates to fix any bugs that may have survived our testing. IIRC, we've had three Cumulative Updates to 1803 so far. I'm pretty sure there is a team that's working on Version 1803 to further stabilize it.
Meanwhile, we as Insiders (Beta Testers) get to work on the next version of Windows 10; RS5. Do we actually expect Microsoft to stop development of Windows? Seriously? Do we? I don't.
We have now started testing a new Windows Insider Preview (Beta), which means Microsoft is working to improve upon what's been released so far. Yes, there are bugs, but when you start to make improvements, it's inevitable that some things will get broken. You cannot create something awesome without taking chances, and that's what we're here for. After all, it is a Beta. As with all Betas, we're going to get to test new bells and whistles as well as, in some cases, get so frustrated we could scream.
There is a choice. We can go forward with testing an unpredictable Insider Preview (Beta), or we can stop at Version 1803 (OS Build 17134.xx). That team is working diligently to fix any instabilities for those of us who will use it as our every day operating system. For me, 1803 works just fine and I have no issues so far.
Ohhhhhh, yeah, Doogie, there're gonna be bugs! I'm amazed they aren't worse than they are.
    Couldn't agree more.

What I don't understand is, if they are intending to release sets with RS5, why they are still restricting it's availability. It just doesn't make sense to reduce the amount of testing.
It is not yet confirmed that Sets will be released with RS5:

This tweet is based on the words of Joe Belfiore in the build 2018:

"When will Sets be available? here is the answer, when we think that it's great, and so in the past we've come up here at build and showed new features and sometimes people assume they're imminently available. I just want to be clear, Sets require Office and your applications and our whole ecosystem to work smoothly together and we're going to make sure we take the time to do that right so all our customers have a great experience"

Clearly Joe Belfiore said this so that it didn't happen again what happened with Timeline and FCU.

Exactly the opposite with me. I see no use for Sets (tabs) until for instance a new tab in PowerShell opens a new PS tab instead of Edge. However, I am fully utilizing Timeline, wondering how on earth did I manage earlier without it.

Agreed, Keith. From what I've read so far, Sets seems to have the most bugs of anything new we've seen; thus, needs the most testing. Yet, Microsoft has withheld it from most of us . . . or is there some bug that's stopping us from getting it? Inquiring minds want to test!!!

Timeline, in it's current 'glitchy' state, doesn't work well for me, rather, give me a quick right click 'recent items' list on the Desktop, good enough...

Sets is just too convoluted a process for worthiness!
Now, if you could save sets as a shortcut to re-open as you left them, that would be progress...

Here's an example of an Explorer Tab Group with the 'button' to open it...
