I got my first BSOD tonight on this version. I'm guessing it was probably my fault for under-volting the CPU with ThrottleStop. I set everything back to factory voltage and disabled TS so I'll see if it happens again. Possibly related, I noticed 1.2GB worth of Memory Dumps when running CCleaner earlier this week (No prior BSODs and I don't remember any app crashes).
Back to issues that definitely aren't from tinkering. I'm having issues with my USB wireless mouse becoming intermittently laggy and slow since the update. The touchpad still works fine when the mouse is lagging, though. I think MS may have goofed up the USB Selective Suspend settings in this build. Also, changes in Settings>Privacy>Background Apps don't stick after shutdown/reboot. They all turn back on every time. Also, if I use any version of my fingerprint sensor's driver newer than the one Windows initially installed (including the latest one), the sensor won't work at all and Windows Hello just says, "Sorry, Something went wrong."
Thanks for this. It sounded logical enough to do before doing a 1709 to 1803 Upgrade on a 4 yrs old HP desktop; disable all but MS services, Apply then Exit w/o restart. Don't know if this was the reason, but pleasantly surprised to see that whole process only took just under an hour vs 1.5-2 hrs on the ten or so computers that I have already upgraded. Once signed in, installed CumUpdate, re-enabled all Services, restarted and all running perfectly !
On the HP computers you can also run these after the upgrade to make sure all drivers are upto date too:
HP softpaq download manager
or
HP support assistant
Sometimes the HP support assistant misses updates > open the hp website > software and drivers HP Software and Driver Downloads for HP Printers, Laptops, Desktops and More | HP® Customer Support > enter the product or serial number > select the operating system > expand the menu for all drivers > look for any 2018 drivers and doublecheck to see if they have been updated (check bios dates)

If when you manually check for updates in windows update you see the 'Features Update to Windows 10, version 1803' appear then you should be good to go. Microsoft have used AI techniques to identify which machine would be OK to update. Both my elderly systems in my specs below were identified as being ready for 1803 on day one.

Not so lucky here on a HP Elitebook 850 G1 - I had to go back to 1709 after a clean 1803 installation, because I lost all the network computers and the routers USB-storage device, only the router shows up under Network in File Explorer.
Probably because the deprecated SMB1 is turned off by default. While there are ways to see the network PCs without it, I need SMB1 turned on in 1803 to see my router's usb storage. The router only supports SMB1 sharing.
