I also managed to fix the problem.
Updated to Newest Nvidia Driver , used Msconfig to Stop Iobit advanced system care service, and changed my active hours so I appeared non active at the time. It installed correctly then, and left me with a Red message, Your organization manages some settings, I clicked update and it disappeared. Final reboot and reenabled IOBit Service... All fine now. Before was black screen with the spinning circling dots that never changed.
    +1 .. Tnx @Gentlebreese !!
    .
Didn't have to update Nvidia here. Only disabled IObit service and tasks.
Not very uncommon for iobit making a mess. Think someone oughta notify em.

I managed to fix it. Let Windows idle for a while and the screen will be filled with an update message in the non-active hours. If you click Update Now on that message it should restart the PC and the restart pending message should go away in Windows Update. Restarting the PC the traditional way didn't work and this was the only way I fixed it. I hope it can help some of you seeing this strange behavior.
Same thing happend to me, with the same solution, on my Dell Inspiron laptop but not on either of my 2 Dell XPS desktops.

Not quite sure if the problem is specific to this update. It installed fine, but now Windows Update keeps asking me to restart the computer to finish the installation. It obviously doesn't do anything since it's already installed.
It seems to have disappeared by itself when I turned on my computer today. No Idea how and why.
Organization message came back after restarting for the Flash update, but it's gone after an another update research.

I used the trick posted by @ddelo to fix the Feedback Frequency option in Settings after I opted out of the Insider Program. I had an interesting thing happen when I tried it though. I didn't have a WindowsUpdate key at that location in my registry so I created one, then ran the two commands he listed to make the two DWORD entries. What happened with mine though was that it only created the second DWORD. I re-ran the first command and it renamed the second DWORD to the first and I still only had that one. I had to manually create the other, then everything worked out perfectly. It was weird that it wouldn't create both DWORDs from PowerShell but at least I'm able to change my feedback options from settings again.

There are ways to uninstall most of the Universal apps There are actually tutorials here for that purpose using PowerShell scripting, or the easier way with applications such as CCLeaner

I know but I prefer to leave those alone. Thanks.

You're right. If you don't have the values, the second command fails. Thanks for posting your results.
    I updated the fix.
Glad you sorted it out! :)

Had this Critical Error logged on every boot since 6 May (some Store Update …) for the APP Installer.

Resetting the APP Installer did not help so I uninstalled it but now cannot re-install from Store. When I click on GET the
bar just quickly runs trough and the APP Installer is not being installed.

Did you try @Gentlebreese's solution on your desktops?
